As India’s devastating second wave of the coronavirus outbreak overwhelmed the healthcare system, desperate users turned to social media to seek help from the public as hospital beds and oxygen supplies became scarce.

People who need help for themselves or their relatives have made inquiries on websites like Twitter, Facebook, WhatsApp, and Instagram. Others gathered information about hospital bed availability, as well as contact details for oxygen cylinder providers and other scarce resources. In many cases, the efforts have helped save lives.

“Quite often we just hear one very dystopian social media narrative in which political polarization is increasing and causing deep levels of social harm,” said Apar Gupta, executive director of Internet Freedom Foundation, a digital freedom organization in India, told CNBC.

“But social media also has the potential to bring people together,” he said, explaining why it is important to fight for the right kind of incentive-based system design and algorithmic accountability when it comes to social media.

“I think this Covid disaster, which continues in India, shows the promise that social media can be used as a tool for organizing relief supplies and calling for greater political accountability at all levels – from our health officials to decision-makers who Set budgets, “said Gupta.

Social media cannot replace the core responsibility of the state to help citizens in times of crisis.

Twitter hashtags like #CovidSOS and #CovidEmergency became popular with users searching for hospital beds, ventilators, and oxygen bottles. The retweet feature helped expand their inquiries.

Strangers banded together to help each other through the unprecedented crisis.

Volunteers have gathered up-to-date information in Google Sheets, which is widely shared on social platforms.

Some set up websites Tracking the availability of vaccines while others created apps This has generated links to Twitter search that users can use to find Covid-19 resources in their cities. Many people also volunteered to prepare homemade meals for patients who were quarantined at home while others offered help with tasks such as grocery shopping.

For its part, Twitter added a Covid-19 resource page expand the visibility of information.

Social media influencers, celebrities, and politicians also participated in the crowdsourcing effort. Some of them helped organize beds and oxygen bottles as India’s daily caseload rose in April and early May.

Although Twitter has become the most visible social media platform in India’s crowdsourcing efforts due to its ability to amplify inquiries and tag influencers and politicians, Gupta said other platforms have been used extensively as well.

He said volunteers also came together in WhatsApp groups to focus on more detailed communities like housing associations and alumni groups. Gen-Z – or those born between 1996 and early 2010 – and younger millennials turned to Instagram, he said.

Daily cases in India have peaked at more than 414,000 new infections per day, which was reached on May 7th. However, experts say the virus is spreading in rural India, where health infrastructure is not prepared for unexpected surges.

On Twitter, which has a greater impact in the urban centers of India compared to rural areas, users have already started gathering resources and initiatives to respond to the outbreak in India’s countryside.

Deficiencies in the Indian health system

Users who turned to social media for help also reflected how ill-prepared the Indian health system was to respond to a sudden response Increase in cases. Growing case numbers and rising death tolls exposed the deep-seated problems that exist in the Indian health system after decades of neglect and underinvestment.

“Social media cannot replace the core responsibility of the state to help citizens in times of crisis,” Ankur Bisen, senior vice president of Indian management consultancy Technopak Advisors, told CNBC. It can only act as a complementary channel and not replace the core functions of the state such as disaster management and health care, he said.

Bisen added that in this case, social media is the only option for many as the other media are lacking – this only poorly reflects how central and state governments are struggling to cope with the Covid-19 crisis, he said .

“The state often has to deal with disasters and ensure that it communicates and comforts the citizens, that the state is watching their backs, which it has not done here,” Bisen said. He added that social media “is always a complementary medium and can never be the main driver in managing disasters”.

Gupta of the Internet Freedom Foundation said some of the volunteers had been threatened by the authorities for their informal and legal efforts.

Local media reported last month Some Covid-19 aid groups that provide hospital beds and oxygen information through messaging apps like WhatsApp, Discord and Telegram disbanded, while some online resource trackers were deleted.

Volunteers complained about police threats demanding their closure – but they did Police denied make such demands. In Uttar Pradesh it is BBC reported Police charged a man who tried Twitter to find oxygen for his dying grandfather.

India’s Supreme Court is said to have said There shouldn’t be a clampdown when people voice their complaints about issues like lack of oxygen and others on social platforms. It came after the federal government under new regulations, ordered social platforms to remove posts critical to dealing with the pandemic, according to the New York Times.

Social media fraud

Another unfortunate outcome was the spread of a black market for resourcesGupta said malicious actors on social media cheated on vulnerable people.

“While social media – Twitter in particular – has broadly mitigated the harmful effects of the current wave, I would say that it has actually saved lives, it has also shown that there is very little tolerance for opinion and expression Freedom of expression exists, “he said.

Additionally, “there are law and order issues that always arise due to social interaction … and certain participants may use them maliciously,” he added.

Gupta added that the efforts of the volunteer groups continue to this day, but state services have also caught up to some extent.

Social Safety & You: By no means ship unsolicited cash to the SSA | Enterprise Information

And now I’m going to turn the tables. So far I’ve talked about situations where people know they have received Social Security benefits they are not entitled to and I have told them to wait for that overpayment letter before sending money to the SSA. But more than some of you have received an overpayment letter that you weren’t expecting. In other words, for some reason you received some Social Security benefits that the SSA claims you weren’t due. How do you deal with this situation?

In fact, the overpayment letter contains instructions on how to deal with the situation. And my book “Social Security: Simple and Intelligent” contains an entire section that deals with dealing with alleged overpayments. (Order instructions for the book are at the bottom of the column, but here is a very brief overview.)

If you acknowledge the fact that you received benefits that you are not due and if you are still receiving monthly Social Security benefits, the overpayment statement will usually state that the SSA will withhold your monthly checks until the overpaid amount is collected. If you agree, you don’t have to do anything.

If you cannot or cannot afford to withhold your full monthly benefits, you can request that the overpayment be withheld in monthly installments.

If you are no longer receiving Social Security benefits when you receive an overpayment letter, write a check for the amount of the overpayment to be paid to the Social Security Agency and mail it to the address they provided. Or, you can work with the SSA to repay the amount in monthly installments.

Social gatherings, leisure venues in Virginia can have extra individuals beginning in Might

With the increase in vaccinations, further COVID-19 restrictions are decreasing. Starting May 15, the limits for indoor social gatherings and capacities will be increased.

NORFOLK, VA. – With vaccine distribution in Virginia making good progress, Governor Ralph Northam announced the removal of further COVID-19 restrictions, particularly on entertainment venues and social gatherings.

From May 15th, indoor and outdoor areas can open their doors to more people, and the limits to social gatherings will rise.

The upper limits for social gatherings will be increased to 100 people indoors and 250 people outdoors. Currently, only 50 people are allowed indoors and 100 people outdoors for gatherings.

Indoor entertainment venues can operate with a capacity of 50% and a numerical limit of 1,000 people. Outdoor venues will follow with 50% capacity with no specific cap.

Indoor and outdoor sports events can also be used to 50% capacity. Indoor events can hold 250 spectators and outdoor events can hold 1,000 people, but must work with either the 50% limit or the numerical upper limit, whichever is lower.

As for alcohol sales, restaurants can start selling alcohol after midnight, and dining rooms don’t have to close between midnight and 5 a.m.

On Wednesday, Northam gave the restaurants the green light to reopen their bar seats, but their customers must be two meters apart.

Arizona Dept. of Ed makes use of federal reduction cash to fund counselor, social employee positions at public faculties

The Arizona Department of Education is using a portion of its state aid to help more students access the mental health care they need.

PHOENIX – The Arizona Department of Education uses some state aid to fund school counselor and social worker positions in school districts across the state.

The aim is to give more students access to the mental health care they need after the pandemic.

The money will be used to finance 140 new jobs at the Arizona locations

Arizona public education superintendent Kathy Hoffman announced Monday that the state is allocating $ 21.3 million to fund mental health workers in public schools.

This money comes from the Arizona Department of Education’s COVID relief funds.

Funding will help expand the ADE School Safety Grant program, which has helped bring counselors, social workers and school officials onto school grounds.

The $ 21.3 million will fund 140 new jobs in locations across the state.

71 of these positions are for school counselors, the other 69 for school social workers.

“I keep hearing from our students that they need, not just want, but need more school counselors and mental health professionals on school premises to support their needs,” said Hoffman.

The money will support the positions for the next two years, and then Hoffman said they will ask Arizona state law to fund the positions in full after that.

Students say they need additional mental health help

Claire Novak, senior high school, says it has been difficult for her and her colleagues to be a high school student amid the COVID-19 pandemic.

“I definitely think some of my classmates have lost their meaning in the process of distance learning,” said Novak.

Novak, who attends Arizona School for the Arts, said her colleagues and those she worked with in middle school were grateful to be back in face-to-face classes.

Students had concerns such as food insecurity, how the pandemic has affected students’ families and the safety of their families and peers.

Novak said these worries persist to this day.

“I am also concerned about the ongoing impact of this pandemic on our students,” Novak said.

Novak added that she believes the additional positions will help her colleagues.

“Our teachers and fellow students have offered so much support to the students, but they need additional support from professionals like counselors and social workers,” Novak said

Positions to start next school year

Hoffman said the goal is to fill the positions by the 2021-2022 school year.

Kyrene Elementary School District is a district that will get a few of the 140 positions these are spread across Arizona counties.

“There will be problems that children come back to school with that we have never dealt with before,” said Laura Toenjes, superintendent of Cyrene.

Toenjes said the pandemic affected not only the students but also the district’s funding.

“We run the risk of potentially scaling back so we can stay at the level we have and possibly add some additional counselors and social workers,” Toenjes said.

One of the world’s greatest hidden fortunes has been wiped out for days

(Bloomberg) – From his seat high above Midtown Manhattan, directly across from Carnegie Hall, Bill Hwang quietly built one of the greatest fortunes in the world. Even on Wall Street, few noticed him – until suddenly everyone did.His private investment firm, Archegos Capital Management, is now at the center of one of the biggest margin calls of all time – a multi-billion dollar fiasco of secret market bets that were used dangerously effectively and at lightning speed made up of stocks dumped by banks in the past few days – ViacomCBS Inc., Discovery Inc. GSX Techedu Inc., Baidu Inc. – all of which had soared this year and sometimes confused traders who couldn’t understand why . Part of Hwang’s portfolio, which has been trading in blocks since Friday by Goldman Sachs Group Inc., Morgan Stanley and Wells Fargo & Co., was worth nearly $ 40 billion last week. Bankers reckon Archegos’ net capital – essentially Hwang’s fortune – had reached north of $ 10 billion. And as divestments continue to grow, estimates of his company’s total positions continue to rise: tens of billions, $ 50 billion, even more than $ 100 billion. It was gone in just a few days. “I’ve never seen anything like it – how quiet it was, how focused, and how quickly it went away,” said Mike Novogratz, a career macro investor and former Goldman Sachs partner who has been trading since 1994. “This must be one of the greatest personal wealth losses in history. “Late Monday in New York, Archegos broke days of silence over the episode:” This is a challenging time for the Archegos Capital Management family office, our partners and employees, “said Karen Kessler, company spokeswoman, in an email Mail sent statement. “All plans are discussed while Mr. Hwang and the team determine the best way forward.” The cascade of trade losses has impacted from New York to Zurich to Tokyo and beyond, leaving myriad questions unanswered, including the big ones: How could anyone take such big risks by so many banks under the noses of regulators around the world get supported. Part of the answer is that Hwang was set up as a family office with limited oversight and then used financial derivatives to disclose large stakes in companies without ever having to collect. Another reason is that global banks embraced him as a lucrative customer, despite a record of insider trading and attempted market manipulation that pushed him out of hedge fund business a decade ago. A student of hedge fund legend Julian Robertson, Sung Kook “Bill Hwang joined Tiger Asia Management and Tiger Asia Partners after settling a 2012 SEC civil lawsuit alleging insider trading and manipulation of Chinese bank stocks. Hwang and the firms paid $ 44 million, and he agreed to be banned from the investment advisory industry. He soon opened Archegos – Greek for “one who leads the way” – and structured it as a family office. Assets are generally exempt from registration as investment advisors with the US Securities and Exchange Commission. So you don’t have to disclose their owners, executives or their administrations – rules to protect outsiders who invest in a fund. This approach makes sense for small family offices, but as they grow to the size of a hedge fund whale, they can still pose risks, this time to outsiders in the broader market. “This again raises questions about the regulation of family offices. Said Tyler Gellasch, a former SEC advisor who now heads the Healthy Markets trading group. “The question is, if it’s just friends and family, why do we care? The answer is that they can have a significant impact on the market, and the SEC’s regulatory system does not clearly reflect that, even according to Dodd-Frank. “Valuable CustomerArchegos entered into trading partnerships with companies such as Nomura Holdings Inc., Morgan Stanley, Deutsche Bank AG, and Credit Suisse Group AG. For a time after the SEC case, Goldman refused to do business with him on compliance grounds, but gave in as rivals who benefited from having his needs met. The full picture of its holdings is still emerging, and it’s not clear which positions derailed or what hedges are part of the reason that Hwang has never filed a 13F report on its holdings that any investment manager who is more than $ 100 million Holds US dollars in US stocks must be completed at the end of each quarter. That’s because he has apparently structured his trades using total return swaps and has essentially put the positions on banks’ balance sheets. Swaps also allow investors to add great leverage to a portfolio. Morgan Stanley and Goldman Sachs, for example, are the largest owners of GSX Techedu, an online Chinese tutoring company that short sellers repeatedly target. Banks can own stocks for a variety of reasons, including hedging swap commitments from doing business with their customers. “Unfortunate Investors” Goldman added 54% to its position in January, according to regulatory filings. Overall, according to a Bloomberg analysis of the submitted documents, banks said they hold at least 68% of the outstanding shares of GSX. The banks owned at least 40% of IQIYI Inc, a Chinese video entertainment company, and 29% of ViacomCBS – all that Archegos had bet on: “I’m sure there are a number of really unfortunate investors out there who have bought these names in in the past few weeks, ”said Doug Cifu, CEO of electronic trading company Virtu Financial Inc., in an interview with Bloomberg TV on Monday. He predicted that regulators will examine whether “a family office should ensure more transparency and disclosure”. With no need to market his fund to outside investors, Hwang’s strategies and performance were kept secret from the outside world. Even as his fortune swelled, the 50-year-old remained unremarkable. Although he had once worked for Robertson’s Tiger Management, he was not known on Wall Street or in New York social circles. Wang is a trustee of Fuller Theology Seminary and a co-founder of the Grace and Mercy Foundation, whose mission is to serve the poor and the oppressed. The foundation had assets of nearly $ 500 million at the end of 2018. “It’s not just about the money, you know,” he said in a rare 2018 interview with an executive at the Fuller Institute, in which he talked about his calling as an investor and his Christian faith. “It’s about the long term, and God certainly has a long-term perspective.” His extraordinary stroke of luck turned early last week when ViacomCBS Inc. announced a second offering of its shares. The stock price fell 9% the next day. The value of other securities believed to be in Archegos’ portfolio based on positions traded in block trading followed. By Thursday’s close of trading, the portfolio’s value fell 27% – more than enough to wipe out an investor’s equity that market participants estimate has been leveraged six to eight times. It also hurt some banks that served Hwang. Nomura and Credit Suisse warned of “significant” losses after the sell-off, and Mitsubishi UFJ Financial Group Inc. has reported a potential loss of $ 300 million to Novogratz. “The psychology of all these levers without risk management is almost nihilism.” (Updates to the latest bank for detailed information in the penultimate paragraph.) Roslyn Social launches Italian-style sushi menu

“Hey Google, define sushi.”

Sushi is “a Japanese dish that consists of small balls or rolls with cold, boiled vinegar-flavored rice and is served with a side dish of raw fish, vegetables or eggs.”

“Hey Nicky, define Italian sushi.”

“It’s basically your classic Italian heroes made into a sushi roll,” says Nicky Luisi, owner of Roslyn Social, referring to his newly launched menu, which is a unique twist on traditional sushi. There’s still rice – and the restaurant’s seven rolls are served cold, in round, bite-sized pieces that you eat with your hands (not chopsticks).

The most popular so far is the colorful “Nicky Lu” roll, which is filled with breaded chicken schnitzel, roasted peppers and mozzarella wrapped in ham. Other interesting twists on the Japanese staple include the eggplant roll-a-tini (ricotta wrapped in eggplant); a scampi roll (shrimp wrapped in nori) and a fried Sicilian rice roll (ground veal and peas).

Out: soy sauce and sake. It is replaced by balsamic glaze, marinara, white wine and garlic sauce, vodka sauce, ranch and au jus.

Each dish contains five to seven pieces of “sushi” and costs $ 15.

CDC shortens social distancing tips for colleges to three ft with masks

The Centers for Disease Control and Prevention on Friday revised their guidelines on social distancing in schools, stating that most students can now sit three feet apart instead of six feet while wearing masks.

The recommendation is for all K-12 students regardless of whether community transmission is low, moderate, or significant, the CDC said.

In communities with high transmission rates, the CDC recommends that middle and high school students stay at least three feet apart if schools cannot keep students and teachers in assigned groups, the agency said. In elementary schools, where younger children have been shown to have a lower risk of transmitting the virus than teenagers, children wearing masks can stay within three feet of them, according to the CDC.

The CDC said it continues to recommend a separation of at least two meters between adults in schools, as well as between adults and students. It is also recommended that you maintain a social distance of two meters in public areas, while dining, during indoor activities such as tape exercises and sports, and in environments outside of the classroom.

“CDC is committed to being at the forefront of science and to update our guidelines as new information becomes available,” said CDC Director Dr. Rochelle Walensky in a statement. “Through safe, face-to-face tuition, our children gain access to vital social and mental health services that prepare them for the future, in addition to the education they need to be successful.”

The updated guidelines of the federal health authorities follow a Study published last week Clinical Infectious Diseases magazine suggested that public schools could be safely reopened as long as children were three feet apart and other mitigation measures, such as wearing masks, were enforced.

Some schools had complained that adhering to the six-foot rule was impractical. The World health organization and the American Academy of Pediatrics both have a social distance of three feet. The Chief Medical Officer of the White House, Dr. Anthony Fauci said Thursday that curtailed social guidelines were “likely” to happen.
